Draft: årsmöte 2021-03-10

Closes !4 (merged) !3 (merged) and !1 (merged)

This PR merges all the changes to the Bylaws that were accepted by the member meeting of 2021-03-10.

Additionally, it cleans up the TOC a little and improves the consistency of the numbering of (sub)headings
